Description
As mentioned in http://www.minyaa.com/pricing/#licenses, the Starter License are applicable only on JIRA Starter License, which exist only for JIRA 4.0.
The goal is to be able to provide Starter License for JIRA 3.x.
With JIRA 3.x, the license Starter may be assumed if User Count is no greater than 10.
Since the User Count is over 10 the License has to be assumed as invalid.
Fixed :
JIRA 3.13.x : Starter License assumed until Active Users count < 10
JIRA 3.12.x : Starter License assumed until Users count < 10
